I must have been tired ...could have sworn it said 9.9 You must have edited it, I'm NEVER wrong! 😉 The "caught to many fish" you should have gone with that. Hehehehe. Transom/outboard length? If not than I would start fishing for the Loch Ness monster! 😆😆😆

    1978 70HP Evinrude Fuel Pump

My guess is timing or carb set slightly lean. The above statements should be checked first. OEM gaskets should be easy to get, try another pass online or I boats.

    Cooling problems

Might run a hair over... overheat in certain conditions until you take it out make the poppets open but if you have no flow you have no flow. Could be a bad gasket? Did you replace the entire pump assembly or just the impeller?

I think they go higher than that but I'm not really the expert on that.

Funny thread really, did you try some "new in a can". There was a man selling new in a can down in Florida many moons ago. (Fountain of life for you young folks)

    1980 100hp vs 1986 110hp ignition coils

I believe that you need the same number of wires. How much voltage did it get to. Voltage rise should be fairly slow.

    Cooling problems

If using in salt water, I replace every year or drop them in salt away until spring.
