I would run it as is, just make sure what is there isn't bent or twisted. I suspect the previous Owner had no Clue as to how to correctly straighten bent Aluminium

Just bought new boat, trouble first time out. Please help.

Both are Mild Acids, Pickling Vinegar is Stronger than Reg 7% vs. 5%, however, even mild Acids will eat Metal. And as Racer said, it is not going to stay in the Block. Pull the Heads, and actually look, also remove the Water Jacket Covers on the Heads, and Clean them as well.

Low RPM on a new outboard...All suggestions welcome

Babying it, isn't a good way to break in an Engine. Bursts of WOT are needed, to properly seat the Rings. Who did the Rigging? If a Dealer. hopefully the Rigger was competent enough to reset the Tach if need be. Same should have happened regarding the Prop Choice. As pointed out above, different...

    What size trailer winch?

A 1500 lb winch would be more than enough to load a 4000lb boat, unless you were trying to lift it straight up. If you have a Roller Trailer, a 1000lb Winch would be overkill
