Lake depth and how shallow can you run?

I don't think it is a 25" motor or a 15" Transom. It does look like it is about an 1 or so below where the bottom of the Hull would be. The trailer Bunk is interfering with seeing the Hull Lines Your engine appear to have Power Tilt, maybe even Trim so running with it lifted at low speed is no...

Since no one on this Board, can actually see or touch your Outboard, any and all suggestions are based on the Info you provide. If the info is incomplete, or more Info is added, a new reply, seemly in contradiction to earlier replies, may appear. An engine needs 3 things, in the proper amount...

Everything done but low rpm at WOT. Distributor spring?

And it is a 4150, easier to Calibrate the Secondary Metering, than a 4160, however the pic shows Idle Mixture Screws on the Secondary Metering Block. Could be a generic pic though, as the Throttle Lever shown is an Auto Style versus the Flat one Holley has on their Marine Carbs.

Motor has no power under load

Motor can run great on the muff, even if 1/2 cylinders aren't firing. Which it on a 2+2 motor is the Norm Can the Spark jump a 3/8" gap on all cylinders? Some of the 2+2 Motors had Accelerator Pumps on the Carbs(maybe they all did), if they aren't functioning, the engine can't get going fast...

Don't forget the Exchange Rate, Duty and Taxes may apply, and then the Shipping here can get high. Check with a Holley Distributor in the Van area. I got my 4bbl Holley from the Distributor in the Edmonton area 20 yrs ago for a few hundred off Retail.

Everything done but low rpm at WOT. Distributor spring?

Okay, your carb is still an Automotive Carb, and I don't know what recalibration, if any, was done to it before you acquired it, The Fuel Delivery Curve could be way off of what an Marine Engine needs. Yrs ago, Holley didn't offer Aftermarket Marine Carbs, they did make some for OMC and Mercury...

Everything done but low rpm at WOT. Distributor spring?

FWIW At 100% Volumetric Efficiency a 460 cubic inch inhales 230 cubic inches per rev. so at 5000rpm it would inhale 1,150,000 cubic inches of air, which is 665.5 cubic feet. However since very few Naturally Asperated Engines can achieve 100% VE... I will be generous and allow an engine from the...

Is there a chance that having 2 throttle controls is inhibiting the Carb from opening far enough to make power? Have you ever tried running it with just one set of controls connected?

If the Spark is cutting out, there are several things that can cause that. Shorts to Ground, Intermittent Opens, Heat can cause Electronics to fail, Poor Connections, Cold Solder Joints in Electronics, Bad Plug Wires/Boots, Cracked Porcelain Insulators of the Spark Plugs, Carbon Tracks on the...

It is not a Marine Carb, that was determined the moment the OP stated that it was a Holley 1850.
