    What type fuel hose?

If a snowmobile has a leaky Fuel Line, no big deal, it drains on the Ground. Not so when that occurs in Boat.

Runs Well, Can’t Reach Top Speed??

What exactly did you "adjust", and Why? Did you do a Link and Sync, to assure that the Carb is properly Synced to the Timing?

    1969 85Hp V4 sputtering misfiring in-gear idle speed only

Technically, it exceeds most TCW-3 Specs by quite a Margin. There was never a TCW-4 spec, but TCW-3 oils, even the best, weren't blended to deal with the Combustion Products unique to DI Engines. So OMC and Mercury eventually developed Oils that were Specific to DI Engines, and since they...

    1969 85Hp V4 sputtering misfiring in-gear idle speed only

XD 50 may be a Better Choice, as XD 100, was engineered for use in DI Engines and used to have 'Not Recommended' in Premix Motors on its Label. It may have contain Additives that would Inhibit it from Mixing with Gas. Inside the Air Silencer, there was a Linkage that Ganged the 4 Idle Mixture...

1990 V4 runs on two cylinders at low RPMs

Some Floats were Hollow Brass, some were Shellacked Cork, and others were like like Structural Foam. On most OMC Carbs, inverting the Carb Body, putting a Bowl Gasket on the Body, then adjusting the Float so what would normally be the Top of the Float, is even with, and parallel to the Bowl Gasket.

Everything done but low rpm at WOT. Distributor spring?

There still is the Pickup in the Tank, that can get clogged. I've seen what looks like Gelatin on the Inlet Screen/Sock/Strainer

Everything done but low rpm at WOT. Distributor spring?

Most carbs run fine in the 3 to 5 psi range. Pressure is only part, Volume is the other. If the pressure is dropping, there may be a restriction upstream of the fuel pump

Everything done but low rpm at WOT. Distributor spring?

Most people don't have a Warehouse of Holley Parts, nor do they have the Info/build sheet as to how the Carb was when it was taken Out-of-the-box.

Everything done but low rpm at WOT. Distributor spring?

I am referring to the Jetting, Accelerator Pump Circuits, Power Circuit. You know the stuff that is a bit harder to see. Many a used Carb for sale has been rendered useless, by someone who read a HotRod Magazine Tip, or watched some Flunky on YouTube making "Magical Improvements" to these Carbs

Lake depth and how shallow can you run?

Sand and mud, just slow you down a bit, Rock Ridges are far more Exciting, with Booms, Bangs, and other sounds

Might this work as a backup?

I've been lucky, I have always gotten along very well with the Dealer(s), and I was always able to just grab a Prop, try it out, not even leaving a Deposit.

Might this work as a backup?

There is a Rev Limiter, but a few moments above 6k isn't going to grenade the engine, it's not like it is a Merc 4 cylinder looper. If you are almost at WOT, I doubt you are going to see much further Increases, unless you are Underpropped, but you will have your hand on the Go-Go Lever...
