    Any good J/E dealer should be able to help. That aside, why does the OEM matter? Just buy appropriate Evinrude parts, and you will get the appropriate stuff.

    You will likely need to cut your own gasket. I just leave the hoses as is and run 50:1 while purging as usual. Since the TLDI is no longer made, I don't expect many of these. I love them, though. Great 2 stk performance, and 4 stk emissions/economy.

    Yes. Those CDs are very rugged, and coils are cheaper, so if swapping to test, I would also do the coil first.

    NO. If true that there was a 4 hp motor, the throat is bigger on the 5 carb. Changing the jet and tube will just make it too rich.

    Complete pump replacement, as the pump itself is likely leaking. I have done these. It takes longer than you think.

    Never saw a Tohatsu 2 stk 4 hp motor; just the 3.5 and the 5.

    Looks just like a Suzuki Evinrude I worked on a year ago. I confirmed thaqt the LU drain plugs were not the typical 8 mm of the Tohatsu, but rather 10 mm Suzuki size.

    Possible, but difficult to isolate unless you have spares to swap in and test. A weak spark might not show up in neutral.

    Tohatsu 4 stroke 9.9 series started in 2000. You may have a Suzuki Evinrude.

    After nearly 20 years, I would reseal the whole LU with a new kit. The prop shaft seal may be weeping. There is only the one o-ring that seals the prop shaft housing to the LU, so if that's new and everything is clean, that's not it.

    The bolts that attach the "hook plate" to the "handle" of the motor are stock metric items. Available from better hardware stores, or at Tohatsu PN 9101036830M BOLT for less than 2 bucks. You may also want new nuts.

    Yes, it should be open. Your needle/seat is not seating properly. Clean the carb. Properly. You are flooding. OR, you can install the carb for an MFS6A and get 50% more power, then fix the old carb at your leisure.
