2017 Tohatsu 20 hp 4 stroke oil leak

That is a huge use of oil. Typically, 4 strokes make oil, not use it. If the oil is that clean, maybe it's LU fluid; motor oil usually gets pretty brown pretty fast. There is an oil seal at the bottom of the crankshaft, but I have never seen one leaking.

2017 Tohatsu 20 hp 4 stroke oil leak

OK, 20C. What is the oil level on the dipstick? Even a hair above full is an issue. No, gaskets are good on these. Any Mercury mechanic has the same motor as a Merc and can work on it... just not under warranty.

2004 TLDI MD90, unable to pull any codes/engine hours and no beep when turning key, cranks up fine

OK, looks like you have an MD90b. Model is critical; year is irrelevant. Yes, the wiring and air filter look OK. What are the air and fuel rail pressures?

tohatsu 9.8 corrosion on vertical shaft (new thread)

The Tohatsu Factory service manual is copyrighted, so finding an electronic copy would be rare. Look at the parts catalog to see how it all goes together.

tohatsu 9.8 corrosion on vertical shaft (new thread)

The part is about $177 retail, but out of stock in North America. It is serviced as an assembly. I would do as Luis suggests and clean the old one and see how that goes.

    Stall at high rpm!

You may want to verify the exciter and pulsers. Those could work well cold and fail hot.

    Stall at high rpm!

Very possible. A cheap IR thermometer can tell a lot. Could also have an electrical failure only when hot.

I take it you have a Tohatsu tach set to the correct number of poles. I also assume you are trying to get to diag mode. What is the exact sequence you are following?

Smoke from the base gasket can choke off the motor. With the cowl off, that just wafts away.
