    Plastic prop

    Not being there and seeing for myself, your plastic prop could be a fiberglass enforced prop, IDK. However, it will flex a lot more then an aluminum prop will. That can work in your favor sometimes at shoreline speeds hitting things, but not the best type prop for high end speed. JMHO

    Starter issues

    Sounds like you need to repair the starter first. The key on is probably running other things and that could account for the 3 tenths of a voltage drop. I would remove the starter and either repair it or replace it... JMHO

    Column Replacement

    You could always get some square metal tube, whatever thickness you would like, and concrete them into the concrete when pouring the new porch. Then paint the metal post and your finished. Just depends on what you want to do.

    I never had a tankless, although I did some extensive research on them before going back with a tank unit after ours started leaking after 19 years. The stories online talked about heating problems and parts not available for their models when they had to replace parts. Just my $0.02 cents...

    Coil spark strength

    Are you positive you are getting fuel? It should start if you have fuel, air, spark, compression AND correct timing. JMHO
