    If a bit more initial timing helps the Bottom End, then just change the advance curve of the Distributor to limit Centrifugal Advance. The OP's engine sounds old enough to have a Mechanical Advance Distributor. Heck, my 2002 Volvo 5.7 has one.

    With these engines almost All of the Spark Advance occurs before the carbs open. Seems to work well. Also, Idle Speed is a result of retarding/advancing the spark, not changes to the Carb Throttle Shaft

    Yet looking at the Parts Listings, it states only one per carb on some of the V4s. The motor in question is one, and I checked others, some also said one, while other engines it was two.

    Holley doesn't market a Terminator FI that is USCG compliant, they do however have a few Sniper FI systems that at USCG compliant, though they require an Exhaust Sensor to operate correctly.

    It is used to provide a better seal to reduce/prevent Exhaust Gases from exiting at that location an causing Havoc for the Prop

    Remove the Transfer Port Covers and take a look at the Piston and Rings. Compression Test can still be done after the Covers are off, but I doubt it will be needed
