1st RULE .....Fill the tanks at a marine dock pump. Or a gas station pump !!!!!!!!!!!!!
You must constantly be adding oil. As you are holding the gas pump nozzle in and out of the tank to ALSO add more oil.
I mix oil and gas in 10 gallon batches in large tanks.
Pour in correct amount of oil...
A drained tank is very dangerous. It is full of explosive fumes.
With gasoline fumes filling the empty tank. They ALSO need to be SAFELY removed. Not do it right ? BOOM
Did you remove completely both battery post clamps ? look at the inside surfaces ? the battery post surfaces ? all 4 are clean and shiny ? did you buy and use a battery connector and post special shaped tool ? It has special strands of bristles to clean surfaces when turned.
Why not buy a different brand hot water heater the same physical size ? With a better construction and warranty? A normal plumber can help you select a unit to fit. Will check if the USCG has a safety code for Hot Water heaters.
