I have the lower unit in water and the motor starts up. The problem is I see no water coming out of the exit hole (is this for exhaust and water). I have take the lower half off and there doesnt look to be any problem with the pump impellers, I have blown air up the pipe that goes to the motor and air came out the exit hole then I blew air in the exit hole and air came out the pipe that connects to the pump.

Is there a thermostat on these or what might be my problem ?

Thanks

No thermostat on that motor. If the lower unit is still off, pull the water pump cup and make sure the impeller pin is engaged in the hub of the impeller. Also, just putting that motor in a bucket of water won't get it. It has to be submerged to above the level of the water pump before it will start to pump.
