OK. First things to do (you're gonna have to do this anyway...) is take the lower unit off, and take the pull starter off, but only if the pull start is one of the units that are on the top of the motor over the flywheel.. That way you can eliminate a locked up starter and/or lower unit. If it's one of the side mount pull starters, then you can tell by looking at it if it's engaged to the flywheel (and locked up). If you can rotate the engine by hand with either of these things off, then you know where the problem is. If both are removed and it's still frozen, then it's inside the motor. Don't force anything!
