1981 mariner 80 will not idle / run

The motor has 120 psi in all four holes, good strong spark with new plugs, I went through and cleaned both the carbs and it looked like they had very recently been rebuilt anyways. Trouble is it will not start with the throttle at idle it doesn't even hardly try to fire if I push the throttle to the max with shifter disengaged it sometimes fires up but the second I move the throttle back it dies.

I am kind of stumped as it seems to have all the necessary components to run but it just won't. The motor is new to me so I really don't hav any history on it. The only thing I can think is that maybe timing is off or the key on the flywheel sheared. Any other ideas ? I'm pretty stumped.

being thar memorial day is coming up and I have spent two days trying to figure this out and have gotten nowhere; I'll paypal somebody 50 bucks if you lead me to the problem. Here it is

120 psi in all four holes
rebuilt carbs
new spark plugs with good strong spark
I have messed around with starting fluid and advancing / retarding the timig and the thing refuses to run. Every now and then it will start up if I have the timing way advanced but it diesnt even come closeto an idle. just revs really high and then dies. I am stumped and starting to get frustrated. PLEASE HELP
