1989 Force 125 stalls at low idle

Just bought a 1989 arriva 19 ft open bough family ski fun boat with a force 125. Took it out to the lake for the first time last week. It stalls regularly on low idle. You need to drop it in fast and go. Once you are moving, all works well. Makes it hard to load, and usually stalls at the worst times. Already checked the fuel filter, and found only a fine mesh clean screen that was not clogged. Thought my next step would be to read the book, and do a normal recommended tune up. Any other suggestions would greatly be appreciated.
