200 Yamaha low rpm problem

I have a 1987 200 that sputters at idle to 2500 rpm. Once the boats plained off and turning 2500+ rpm it smoothes out and seems to run normal. I was told that the carbs need to be rebuilt. Any quick fix like fuel additives or could this be some other problem. Thanks, Brian

Very likely the carbs need going through. Doubtful any fuel additive will help.
