I am having what I think is a fuel problem with a 1993 25HP (C25ELRR) Yamaha outboard engine.

The engine had been left (covered) by the previous owner for about a year and not been winterized. This weekend I replaced the spark plugs and tried to start her up. We got it to turn over with B12 into the carburetor air intake, however it dies quickly after burning the carburetor cleaner up and seems to be having a problem getting fuel. We checked and cleaned the fuel filter, made sure the fuel line bulb was tight, took apart the fuel pump and even watched fuel come out of the fuel pump when we squeezed the bulb. We tried again and she tried to turn over w/o the assistance of the B-12, but no luck. At this point my limited knowledge is exhausted and my best guess is the carburetor is gummed up or it needs a new fuel filter. I have not yet tried to advance the throttle while pumping the fuel bulb. Can anyone help with what might be the problem and possible solution(s)?

Thanks.
