4hp Yamaha - waterpump question

I just purchased a used 2 stroke 4hp Yamaha outboard. It has very few hrs. I think it is a mid-nineties model.

I took it out for a test today and it runs great - however, when it gets warmed up, the water indicator stream slowly starts to reduce and eventually turns to steam. When I let it cool down, the stream starts up again fine - only to dissapear in a few minutes.

Is this a symptom of a failing waterpump?

I went to drop the lower unit (removed two bolts under the cavitation plate) and discovered that there is something attached that prevents me from removing it. Gear shift?

HELP! I don't want to spend another $200 at the Yamaha dealer.

Yes there is the shift shaft under the rubber cover on the side of the upper casing.
Loosen the bolt on the connector. After that it comes down.
