53/54 Evinrude Fastwin throttle linkage arm help!

I have a 53/54 Evinrude Fastwin and it seems the throttle linkage arm thing isn't long enough or is missing a part. Not sure if someone who previously had the motor put in a different arm, or if this is how it's supposed to go (doesn't seem that way), or if it got worn out or what. Any help would be hugely appreciated.

I just got this motor about a week ago and am in the process of getting it up and running. this is about the last thing I have to figure out/fix.

The throttle control gear at the base doesn't look right. Paint is a different color and I believe it should reach a bit further upwards to grab the arm. My guess is that someone replaced it at some point, possibly with one from a 5.5-6hp, which I believe are a touch shorter.
