73 Chrysler 70 hp starting problems

My 73 Chrysler 70 hp outboard is hard to start after it has been shut off for about 20 minutes. Also hard to start when first starting up, It will start in the drive with a hose attached just fine. But when I put it in the water it doesn't want to start. it is easier to start with the lower unit locked out and the throttle all the way forward. once you finally get it going and are able to keep it idling long enough to shift the lower unit back in and take off it run real good, but if you stop to fish for a while it doesn't want to start again, also it seems to us a lot of fuel, and when going slow it has a strong exhaust odor. Is it possible the mixture off, and if so how do you set it? I have auto engine experience, but don't know much about boat motors as you can tell. Any ideas?
