'77 Johnson 115 Throttle Problem

Been working on this motor for a while. Got it running, but here's where my problem lies.

When I push the control forward, it applies the throttle, but when pulling back on it, the throttle does not disengage. I have not tried it with the motor actually running.

I also verified that the throttle cable is intact.

Any thoughts?
