Ive got a 83 evinrude 115 model# E115TLCTE with a seized piston. Is there any kind of market for selling these things or parting them out? Or do I end up with some interested yard art?

You may want to try to peddle the whole engine first. If you get no bites, then sell it in parts. A working lower unit and the power trim system have value on the used boat parts market. You may be able to part out some of the electrical parts and the prop. If you want to get into tearing down the engine, usually the crank and rods will have value also. The block, maybe, if it is standard size and can be overbored. Ebay is a good place to start.
