'88 85hp force outboard

85 hp force, Engine starts and runs fine, Somehow it is locked in forward gear; shifter seems to be shifting, cables are moving, will not come out of forward gear, Accelerates in both forward and reverse positions, Any ideas?

Check the shifting arm. You should be able to see it without removing anything. It might not be set right.
