89 Merc 2 stroke outboard lacks top end speed

Hey guys need a little input. As stated above little merc 8hp 2 stroke is lacking top end speed. Thought possibly a fuel issue, so replaced gas w/ higher octane and changed out tank and lines.. Also recently began stuttering a bit on initial acceleration. So far I've checked

1. Compression 112 in both cylinders
2. New Carb (3 months prior)
3. New plugs ( gapped to manual specs)
4. Fuel lines and filter

Thinking maybe time to revisit carb specs?
Any other suggestions much appreciated..

Given what you've already checked, I would definitely go onto checking out the carb. Could be as simple as cleaning it out. Since it's starting and idling good, probably just needs a little adjustment.
