Cooling issue, engine overheating?

I have a 1988 Evinrude 14 hp SPL that seems to have a cooling issue. I ran the motor in a barrel a few weeks ago and no water was coming out the pee hole. After I cut the engine it started to smoke making me believe it had not been getting water to cool it. A week or so later I took it out on the water and it started peeing as soon as I started it up in the lake and ran like a dime. Yesterday I had run it on a river and the engine was not peeing, and while running down stream it shut down and started smoking extremely bad melting some of the plastic around it as well as making the back of the engine block where the spark plugs are into a bronze/burnt color. I am worried that my engine is toasted now and is beyond repair?

Can anyone tell me if the engine could still be fixed? And if so how? According to the guy I had bought the engine from he had replaced the water pump In 2018.
