You've already said it, it's the word "marine"!!

It means at least 3X the price of something that does not have that word.
They do the same for audio equipment, spark plugs, engine fluids, and grills.
My best guess as noone else has answered, would be moisture / mildew resistance. Most outdoor carpet I've seen is more plastic / astroturf, but then again, I have never gone looking for outdoor carpet so I don't know for sure. The marine carpet I would guess is still more of a fabric, more pleasant on the feet, but still resists holding moisture and mildew.
