Evinrude Filler Block for anode?

I was in the process of adding anodes to my E70TLC (evinrude 1984 70hp) and the filler block bolt broke off at the head. Basically, I cannot remove the filler block because of the busted bolt. I was able to add the 'u-shaped' anode (forward aft anode?). My question is: The busted bolt holding the filler block in place should not pose any threat or future issues? (Other than corrosion due to lack of the anode.) Basically, the filler block is permanently affixed in that position? Thanks for the insight!!!
