Firing on one cylinder?!

I have a 1982 suzuki dt 9.9 on a 12 ft boat. This boat gets up on and plane and will run around 14-16 mph but it sounds as if it's only running on one cylinder. Running full throttle it sounds good then bad then good then bad. Any ideas on what may be happening and how to fix it?

Running marginally too rich causes a two stroke engine to fire on alternate power strokes. It is called "four cycling". Look for a stuck or blocked carb inlet needle or float.

I tried to pull the choke a little while running to see if it was a gas intake problem but it only died like it should have. Also, the kill switch is on the tiller and is taped up and falling out. It shocks me when pushed also. Could it be trying to kill the motor when running at higher throttle. It will run on both cylinders then get shakey about half throttle.
