Force 50hp with loss of power

I have a 1990 Maxum 15.7' boat that I recently purchased. It has a Force 50 on it. When I purchased the boat (good price) the owner told me he could go 29mph with 2 people in the boat on the Mississippi River. I take it out and can only do 10mph. Once I get the boat up out of the water it goes a little faster, but it doesn't get up all the time. It seems like I should have 3000 more rpm's. The motor runs great. I was told be a local dealer that these motors over heat and loose their power. Is this true? What can I do to improve this? Reading through the old postings it looks like others of power loss also from Force's.
