Force 9.9 starting problems

Hi, I'm new to outboards and my force 9.9 that I bought last year has allways given me problems on first start ups. Alot of times it won't start and flood out and still won't start after changing the plugs. I'm getting fuel and spark. I also noticed that it also seems to break up a little bit when running at full throttle. I'm using last years gas but I treated it for the winter. I have tried adjusting the carb using the way the manual says to do it. Nothing seems to be working. Any info would be greatly appreciated.<br /><br />Bob

What year is the motor??????????It should not flood if you only press the primer on the motor 1 time like it says to.The old gas does not help the running or starting.Pull the plugs and clean and gap them and make sure they are the correct ones. Charlie

Charlie, The motor is a '97. I thought the plugs were gapped when you buy them. I'm very new to boating. Do you guys drain your gas and start with new gas each year? Someone just told me to put the winter adative in it.
