My guess is that your Ted Williams outboard was made so long ago that the only unleaded gas available was 80 octane "white" gas. In those days OMC users preferred "white" gas to leaded. The tag may be referring to lantern gas, which was also called "white" gas. Tetra-ethyl lead offers no hazard to 2 stroke outboards, but low octane may.
Go ahead and use whatever 87 octane regular is available, but use chainsaw or weedwhacker oil, not TC-W3. Air cooled 2 strokes run quite a bit hotter than water cooled, for which TC-W3 is made.
