First of, I don't remember if I'm supposed to seal the water pumps base plate to the lower unit. Should I RTV it up?

Or use this stuff:

And, should I RTV both sides of the powerhead-to-mid section gasket?

I was thinking too, of putting small rubber washers between the hood pan and the mid section. (with the 4 bolts that hold it on)

I was thinking it might quiet it down? ...with vibration and whatnot

Any other places I should RTV? The rubber transom mounts maybe?

Re: restoration; gaskets and pump question

Light coating of sealer between the bearing housing and the impeller plate - 3M 847 is a better choice of sealant.

The new gasket between the powerhead and exhaust housing should not require a sealant.

I can't think of a single place RTV should be used on any outboard.

Okay, RTV is out, gotcha.

But there is definitely no sealer on ether side of my powerhead gasket. No big deal though...

BigB9000, I live in N. Fontana (210 & 15), I have an extra tube of 3M 847 you can have for free. I bought one tube the other day and the sales guy asked me If I wanted a damaged tube for free. Your more than welcomed to it. Let me know if your interested.
