How is capacity plate attached?

I am removing my aluminum capacity plate so that I can replace a deteriorating sticker behind the plate. It appears the plate is attached to the fiberglass with pop rivets, but when I look on the backside of the fiberglass, I don’t see any fasteners coming thru. Is there some sort of rivet that doesn’t go thru the fiberglass? How would I replace these fasteners? It’s a 2004 19’ Pro-Line center console.

You can attach it anyway you want, there is no requirement that I've ever found. Use screws or other fastner

most likely they used rivets that were too short to reach all the way thru the fiberglass.

maybe they were in a hurry and wanted to do a half-fast job
