how to seat a needle

I've got a 53/54 evinrude 15hp fastwin and have been having problems keepin it running. It'll run for 3 sec then die. I took apart the carb and carb kit rebuilt it. Still has the same problem.

I've pretty much determined it's something with the needles. THere's a high and low speed. I know i've heard a couple different things on how much to turn them out once they're seated...but what does seated actually mean?

is seated when they're all the way in as tight as possible? or just slightly tight or what? any help is greatly appreciated.

Do you really think something as fragile as a carburetor needle should be tightened beyond the point where it just stops turning. What would that accomplish other than ruining the needle and its orifice. Just turn it gently until it stops. Besides, there is no hard and fast setting for high and low speed needles. The number of turns out from seated is just a starting point for final "fine tuning".
