1978 Johnson 70 HP

Hello All
I put in new carbs kits in all three carbs. Motor ran perfect. Did not run the motor for about two weeks and now it will not get up to 5500 rpm.. Took carbs back off and check high speed jet and all was good. The fuel pump has been rebuilded. Did compression check and all is good. Firing is a pretty color blue. When launching the boat it push off good but will not plane. Would you think my float have anything to do with my lack of power
