low rpm carb problem

When I bought my boat this winter, I discovered a home made welch plug in the back of the carb (rochestar 2 bbl, gm OMC 120 inline). I replaced it with a real plug, got it running where the gas wasn't spitting straight up in the air upon throttle. (Welch plug is a 5/8" concave disc that closes the hole where the choke piston goes). Ran great on land, bogged down hard on the water. Max 3500 rpm. Best way to lean this out? Still a bit smokey on cold start, and black plugs. I'm not a huge carb guy, and I would assume that doing this on the water is the only way as it is the only time there is an issue. (BTW, I ran the boat 4 times this spring WOT pre-welch plug replacement, and got good rpm, no bog in the mid 4000's). Where / how should I lean the mix out? Thanks-Jeff
