Mercury 25 hp problem and ?

Changed my lower unit gear oil and found it milky.I know this indicates water mixing in the oil. I noticed the top screw didnt have a washer on it. Could it come from this ? also where else could water come in from. I think there is a seal by the prop somewhere...thanks

No washer could cause it. Sometimes they stay in the motor and don't come out with the screw but they should be changed everythime you change the oil. There are seals behind the prop and under the impeller.
