Moisture in Starter

I have a Chris Craft Catalina and I've gone through 4 starters this season. The boat starts right up with a new starter,but after a few days it won't start. when the starter is removed the insides are rusty. I'm quite sure it's not getting wet externally so I don't know where the rust is coming from. When I look at the flywheel there is also some rust in it.

likely water in bell housing. from where need more detail. eng, drive.

The boat has a 350 Marine Power inboard and it's possible that there is moisture in the bell housing due to a broken bilge pump during a long trip. Any ideas on how would I go about testing the moisture in the area, and getting rid of it.

clento, i was hoping you would say i/o so i could say leaking bellows. my only thought would be install a small automatic pump right under bellhousing to get whatever might be missed by main system. a 500gph electronic rule. compact and simple since no float switch. good luck.
