Need help! 1984 125hp force bad idle and preference

I have a 1984 bayliner capri with a 125hp force motor. I bought early this summer, I have been working on the boat for the majority of the summer and I can’t get the thing to run right. At idle it will run choppy, stall, and surge. Running at wide open throttle the I only get about 2600-3000 rpm out of the motor, I have compression, I have spark. The motor had a full rebuild about 150-200 hr ago ran great before it was stored for 2 years. I’m going to pull the carbs and check needles and seats. Is there anything else I can look for or something I’m missing? Any help would be greatly appreciated. It could be a simple fix but this is my first boat and I am Not to knowledgeable about outboards

What are the compression numbers?
check everything...fuel, compression, spark again
then look elsewhere
read the stickies above
buy a good manual

Check spark on all 4??
Check the burn on the plugs?

Does the ball pump up firm?

Check for water in the fuel?

Start motor, spray starting fluid around the intake side of the motor.
Carb base, fuel pump base, intake ports and everywhere you can spray(except the carbs)
If that makes a difference? then it's sucking air and might need a gasket or 2?

One tiny backfire can cause a gasket to blow and allow the motor to suck air.

I’ll run a compression test on it again in the next couple days, yes I have spark to all cylinders. The plugs were pretty fouled when I pulled them out the first time. I cleaned them and put them back In when I replaced boots. The fuel ball pumps up firm but I can still squeeze it when it’s full just not easily. The fuel is all fresh with 93 octane mixed appropriately, it ran better after I cleaned them but I’m still a ways away. I read the sticky about tuning the carbs so I’m gunna give that a try after I do a compression test

If you left any pump gas in it without stabilizer the carbs are probably full of garbage. Try running some the seafoam through it, ive seen it do amazing things in a very short time. I think I saw a seafoam video with an outboard on youtube, check it out...

Seafoam isn't the miracle potion they think/say it is.This is my opinion.
It "might" remove some moisture from the fuel but does nothing towards removing carbon.
It's like adding soap to your fuel.
I've compared it to the Mercury Power Tune and SF did nothing?

He said the fuel is fresh.
93 octane, don't waste your $ These are designed to run on regular gas.
Google high test vs regular gas.

Do the starting fluid test I described earlier and see if that makes a difference in the way it works?

I looked into the carbs and found out the bottom carb was missing the gasket to the main jet chamber. The bottom 2 cylinders were flooding all the time. I replaced all 4 plugs, I’ve got a few more adjustments to make but I’m up and running at full power. Thank you all for your help!! Finally gunna be able to enjoy my boat! 🚤
