New Mercury 9.9 Pro-kicker won't start

Need some pretty basic engine/gas troubleshooting help. Bought a new 18 ft. Sylvan pontoon with 9.9 h.p. Pro-kicker outboard about 2 months ago. Used often in first month but have not used or started motor in past month. Pontoon has portable gas tank with screw type vent that I left open during period of heavy rains. When trying to start today, engine won't fire up. (starter working fine) Need advice on steps to take to trouble shoot problem. Should I change out gas or use dry gas first then try starter spray?
This is the only thing I think it could be at I only have about 10 hours use thus far. Thanks very much.

2 stroke or 4 stroke if 2 stroke pre mix the fuel and spray it into the carburetor never use starting fluid if it starts and dies you most likely got a fuel problem

It is a 4 stroke. Should I then just try new gas and no starter fluid? Do I need to drain the fuel line? Appreciate your help.

Ok try spraying fresh fuel into the carburetor and see what happens

O yea dont spray too much or you might flood the motor
