1978 Johnson 70 HP

Is there any way to check the power pack on this motor. Can't get motor to turn up the 5500 RPM.. I put in new carb. kits. Thinking I may have a ignition problem.
you can check it with a peak reading volt meter. (stevens 77) at leads going to the coils. if the is no voltage it could be the stator assy. (under flywheel)
