Mike, they can be a real Bugger to get out! Be very careful 'cause the sides of the bushing where the seal sits are very very thin, and it's easy to bust it out when trying to extract the seal.
You may have good luck prying out the rubber portion of the seal, then you'll be able to get at the metal ring that's left. Very carefully pry up underneath the seal with a small screwdriver or other prying tool, until you can work it out.
Another method that might do the trick, try heating up the bushing and see if it releases the seal. Just be sure not to melt the aluminum! It won't take much, the heat from a propane torch should do the trick.
To hold the bushing while you're prying on the seal, it's handy to have an empty lower unit to stick the bushing in! Failing that, you could find a rod with the right diameter to hold the bushing while prying. If you can get some leverage on it, it should come out.
