Rope Stuck on Evinrude 6HP outboard

I bought a Evinrude 6 HP Outboard off a guy and i made a big mistake. Taking his word for it he said it ran but it dosen't the rope is stuck. Spring that retracts rope is fine for how much i can pull out. Took head off motor and checked to see if the motor is seized it dosen't look like it to me. I'm going to post picture and tell me what you think.DSC01030.JPG

Answer questions after CAREFUL reading.----Does the flywheel turn a wee little bit ?----Or is it absolutely stuck with no movement whatsoever.

Someone was in there, scraping Carbon off the Pistons.
Dropping the Gear Case might reveal if it, or the Powerhead is the Problem. Odds of both being Seized are low.

Perhaps the motor was submerged and not recovered / treated promptly.----The bearings / crankshaft could then be rusted badly.-----Woul;d need a complete teardown if that is the cae.-----Not worth taking this 77 / 78 / 79 model to a shop for that level of work.----Your location ?

I recently got a 6HP Evinrude, but it wasn't seized. . .

Taking the cylinder head off at this point may have been a bad idea, because you cannot pressurize the cylinders to try to get the engine to turn. Take the lower unit off, just to make sure you are dealing with only the engine portion.

At this point, I would get some PB-Blaster on the exposed pistons and position the engine so it can soak down the cylinder walls into the crankcase (hopefully). Then taps on the pistons as mentioned, or use a strong strap of some sort around the flywheel to try to get the engine to turn.

looks like chunks of stuff in the bottom bore. my guess the piston ring is broke and hanging on the ports.

I have more than 1 of these motors.----If a motor is STUCK , it comes apart for inspection.-----I have a multitude of parts to replace rusted bearings and such.----New and used crankshafts on the shelf.

@greb It might be a lesson learned. Most people say their engine runs . . . and maybe it did at one point. Usually the engine is up for sale because it is no longer useful (to them).

Without much trouble you can do a basic pull-cord test to see if the engine rotates and even test for compression and spark.

Otherwise, consider it a 'parts motor'.
