Seam leak advice Mirrocraft musky

Hi all, I tried searching this specific question but not having much luck. Traded for this sweet 87 16' Mirrocraft Musky the other day and was only slightly deflated when later I noticed this little trickle of water on the trailer. It was then I noticed a chunk of silicone caulk and a nice open seam. I'm sorry I'm still a noob, is it called the chine? its the very bottom of the v all along the boat. My question is: It actually looks to be a separate piece riveted onto the bottom for a skid surface, is the interior of the boat sealed separately? I cant actually find any water inside the boat, its a bit buried under the live well but everything looks dry to me. I'm hoping this is a 5200 seal situation, but I want some advice from the wiser. I am also curious why the caulk line is like 1/4" back from the seam. I know the pix are horrible sorry. Thanks in advance for any advice anyone can offer.
