throttle stuck

Rather new to outboard motors especially with tiller handle and mechanical advancing plate. Have a 1981 25hp EC25ECIM with electric start. Backfires when trying to start so I figure it is timing. I noticed that with motor in gear arent you suppose to be able to open up throttle and watch the timing plate actually move as you give it gas. Mine only moves about 1/2' and will not move the plate, figured will need to pull flywheel and try to determine what is froze or broke. Cant find any info on if there are timing marks to start off with or a linkage adjustment to start off with. Is there any site that would help explain this that anyone is aware of.

Look at parts diagram and see how it is connected.I have an 1985 that probably pretty similar.It should move in gear.I go on YouTube.It has tons of videos on these motors that should help..Could the teeth have jumped on one of linkages?Disconnect the linkage from the plate and try and move by hand before pulling flywheel.

For the backfiring. Are your spark plug wires are on the correct plug. Otherwise could be the flywheel key is sheared. You need to find the reason for the backfiring first. As far as the throttle is concerned are you positive you are all the way in gear, turn the prop by hand when shifting until you feel it lock. If the shifting dog is not fully engaged the neutral throttle limiter is still working.
