Tilt,trim

I have a 1989 ,70 hp Johnson. Trim does not work. Got 12.56 v to battery, solenoid, and both relays. Relays just click,

Trim motor might not be working. If it's anything like mine, there are 2 wires on the motor and a relay box switches polarity. If so, disconnect and check by applying 12V right to the wires.
