Trim and tilt problems

Hey we had some problems on our 1974 85hp mercury outboard to trim and tilt pump will only raise the motor a Little bit of the ground and then i stops there 3 buttons on the control down,up/out and In the down and up/out button work but the in button does not move the motor. We just replaced the hoses. just wondering if you had any ideas Thanks a lot

this is in the wrong forum but it sounds like it might be low on fluid, check the level
