Trouble starting deck boat

Hello, newbie here in desperate need of help. I recently purchased a 1993 Hurricane deck boat. It has an Evinrude 90HP outboard on it (not sure of year). I am having great difficulties getting it started. I have just replaced all four plugs. I put motor muffs on it and started the flow of water. It just will not turn over. I pumped the ball once at first prior to starting. Half way through my cycle of trying to start, I pumped it one more time.

The previous owner advised me to move the throttle handle to the left and then up to a pre designated spot, however, the handle does not move left but only up. If I move it upwards where he mentioned, it does absolutley nothing. I can only start it in what I guess would be the neutral position.

I don't know if this is enough information to go by, but if someone could please help me I would greatly appreciate it.

I got it! Woohoo!!!! I think my issue was pressing the key in everytime I was attempting to start it. I was doing some reading and I think this may have attributed to me flooding the motor. I charged the batteries again and started without pressing in the key. It took some time but it finally started.

Awesome!!

Hopefully time to hit the lake!!!

if you have they type control that is just the lever on the side of the boat. grab the handle and move the handle away from the side, then push forward, this keeps the gears in neutral, and the neutral safety switch engaged, moving the handle forward, increases the idle speed, and makes for easier starting. yes, you flooded the motor.

with the lever in the fast idle postion, pump the bulb on the hose, till hard. turn the key to on, push in on the key, and turn to start, release pushing in after it turns over several times. if it doesn't start just turn key, for several tries, and the push in again. when the motor starts, you may have to bump the key in once or twice, to keep it running, and pull the lever back to the neutral position.
