Weep hole in ski locker

I have a 190 Four Winns Horizon. 1985. Had new floor put in. The weep hole was not left open. Should I just drill a hole horizontally back towards stern from interior of locker? At whay height? Or should I open up the screwed in floor section adjacent to locker?

The hole that lets the ski locker drain into the bilge? Or another weep hole? My boat originally did not have a drain hole to the bilge in it, but I added one when I rebuilt it. I would be weary of just drilling a hole...it will be a path for rot to start if you drill into the wooden stringer or bulkhead. If you're intent on putting the hole there, I would drill oversize, fill with thickened resin, then drill a smaller hole. That should keep water away from the wood.
