when I turn on the inition the voltage creeps up?

It creeps up from 8 volts to about 12.5 with either one or both batteries, which are new over at least a minute to two, this is a 190 hp merc i/o , which is giving me trouble starting when cold, this could part of that problem.

Anything less than 12.0 volts would be dead, technically speaking.
It is normal for the voltage to go up after starting. The alternator should be throwing somewhere around 20 amps of charge at this point, so the batteries are going to come up.
However, I'd take a hydrometer to your batteries...sounds like one or more could need replacement unless you have something draining them.

nope, both batteries are new, and this is before the engine starts, its as if the volt meter is reading a capacitor in the circuit some where. Im suspecting a defective battery cable, but my knees and belly dont allow me to any work below knee level let alone in a engine well so off it went to the marine shop to figure out. Im going to be pissed at myself paying a couple of hundred for a 10 buck cable if Im right.

the bad starting is reported as fixed, bad carb/or loose mounting of the carb choke stat heater? , fixed. no parts, labor 1 hr.
