Im not sure exactly but how I did it was had it at full lowered position checked it and found it too be down filled it then moved it up and down a bit and filled it more till it was full after tilting up and down.
In the case of my 1998 90HP, the motor has to be up to check the level. There is even a warning label on there about the danger of doing it otherwise -- spillage under pressure.
