how to troubleshoot fuel pump?

When I disconnect the outflow hose from my fuel pump and turn the motor over should fuel squirt out? Not getting a drip. Also when I pump the bulb shouldn't a little seep through. Again not a drip. Does this indicate an obstruction inside the pump? what do I look for?. My partner said he had the pump apart and though a little gummy said it didn't look to bad and the impeller would move(not frozenn up or jammed). Also there are four wires connected to it but i've heard these pumps are powered by vaccum pulses not electricity. Would a vaccum hose restriction keep fuel from going though or does this seem like somthing else? It seems like even if the pump or vaccum is bad I should be able to squirt some though with the bulb? I'm stuck. Any help appreciated. Thanks, Nate

If nothing come out when you pump the bulb then something is wrong. Your bulb is not getting fuel from the tank, or your bulb is bad, or your line to the pump is bad, or your pump is obstructed, or your have the wrong line disconnected, or your partner put it back together wrong.
